Upload will drop to nearly 0. Once it starts, it will continue to occur every hour. (Wired)

I will have periods of time throughout the day where no major drops occur, but as soon as one drop occurs, a drop will occur every hour. This issue has been happening for about 7 months now and I have had 20+ technicians out to my place since. I have had techs, line techs, supervisors and any other kinda of tech you can think of, but no results. A few times they said they found issues at the plant and attempted to fix it, but nothing came from it. I have had my router levels looked at many times, attenuators and splitters removed/attached. New router, new modem, new line, new coax drilled in, multiple devices tested and experiencing the issue. I believe it has something to do with our neighborhoods lines, but I wanted to ask to see if someone had any clue what could be going on. If you need any more info, feel free to ask and I will do my best to answer.

This was something that I read and I checked before. On my side it is set to 24 hours. I also can't change my release time. I think it was something like my ISP was the only one who could change it. Also, the times the initial drop occurs is random. Lately its been happening in the AMs around 4-7 am. I go on lunch soon and will check my lease times again just to make sure.


UPDATE: I checked my DHCP lease time and it is 1 week.
