Cons and Pros of Xeon?

I think the pros are PCIe lanes cores and cost. For the money you can get more cores and PCIe lanes than consumer grade core-i chips. The cons is speed. xeons are typically clocked lower.

Frankly core count and PCIe lanes are not much of a pro. Most games don't use heavy multithreading such that more cores make much difference and the industry is moving away from multi GPU systems that need lots of PCIe lanes. Frankly PCIe specs have outpaced the need of the bus for gaming. Saturating the PCIe bus during gaming is a challenge even with multiple GPUs. So it's fine to run x8/x8. as opposed to x16/x16. And there are lots of other problems with multi GPU options.

and what about overclocking (on air) to a respectable of 4ghz. will it deal with the low frequency problem? also what about the mobos cons and pros of xeons because from what I heard they are differnet.

Can't. Unless you do a BCLK overclock, which doesn't yield huge gains.

What generation Xeons are you looking at?

the ones you buy at ebay for cheap $50-$100. i am just wondering though my current cpu is i5 4590 but for the future i will want to upgrade to something with more cores like ryzen or something

Without specifics (like number), that doesn't help much. They are likely very old architecture, which have very low IPC compared to your 4590.
