Setting the advertised RAM speed on a Dell Optiplex 3010

Hello there, I just received my used Dell Optiplex 3010 which I am hoping to use for some gaming until I can afford my planned build. However when I tried playing CS:GO I was highly disappointed with the results (30-40 FPS with everything low). I then checked Speccy and saw that the PC had its RAM speed at 665 MHz! I tried going to the BIOS to bring it up to its advertised speed of 1333 MHz but it wouldn't let me change the speed (however in the BIOS it did say 1333 MHz :/ ) Is there a way to set it to 1333 MHz? Also if I get a GTX 1050ti for this system will it actually be able to play games well? Thanks!

Full specs:

i5 3470
8GB RAM @ 1333 MHz
iGPU (for now, probably getting that 1050ti)

If you double the RAM speeds you see, what are they?
Most software will report half of the RAM speed due to the nature of the interface, you are running at full speeds.

Your issue is the iGPU alone, thats its. A GPU should make it a fairly nice entry level-midrange PC.
