Why does my PC run better than the ps4 on some games but on other games ps4 looks so much nicer?

My PC is running an i5 6500 at 3.2 ghz and a 2gb r9 380 with 16gb of RAM. I run GTA 5 on mostly very high settings with some on ultra at 1080p at 60fps. I downloaded Ghost Recon Wildlands and It looks terrible on my pc. I tried to up some settings but I dont have much room to play due to my VRAM. I looked at the ps4 and it looks so much better. My game runs at 720p on my pc. Why is this?

The console versions allow for gimmicks that make it look much better than it is. Ps4 pro outputs in 4k, but it's rendered at a much lower res and upscaled using special software. That's why the console looks better sometimes. Play two games side by side on a console at 4k and a computer at 4k and you'll see a very perceptible difference in quality.
Staplergun pretty much nailed it.

The PS4 (or console in general) has only one set of hardware and thus you can easily code that game to work as best it can with that specific set of hardware.
PC games on the other hand have to be able to work with a plethra of different cpus, motherboards, and gpus; some of those games stress the CPU, some stress the GPU, and some can stress both to their max. Thus your good but not great system can easily look underwealming in games designed to utilize more then 4 threads or make even a 1070 work to get good fps.

Solution
I think part of it has to do with how these systems use memory. On the PC the game developer can't tune memory use as needed while you play. If the game detects you have a 2gb card then that's how you play it. There might be times during the game when the game looks great using less than 2gb, other times when it needs more than 2gb to look great.

On a console there's just the large pool of memory that the developer can allocate as needed while you're playing.
