Would it be better to break the 2000 dollar budget just for a slight bit better computer (in this scenario, the computer is tailored for just gaming purposes, as well as streaming/recording/highly modified games (such as a 200 modified Skyrim for example), all the while running at 60 frames per second?

Wait till early march, we'll know how the Ryzen CPUs are performing, you may be able to get a 7700k performance for 6700k price (or better)

1080 is better for higher resolutions, but not more necessary for 1920x1080 resolutions than a 1070.

If you wanted... Changed cooler, dropped to 16gb faster ram, a z170 board that will actually allow you to oc your CPU, and a slightly cheaper power supply, which allowed me to sneak a 1080 into the budget.
