Am I being schooled or? (USB Flashdrive, 3.0, 256gb)

So I emailed PNY flashdrive support the question below, what I wanna know is, is he correct? Or just same ol typical tech answer because he felt rushed or whatever? Im a bit confused because my other PNY flash drive (128gb) reads, 128gb, but so many gb free due to movies being on it, the pny flash drive (256gb) in question reads only 235gb but actually is a 256gb f.d. with NOTHING on it, repartioned, etc, I have windows 10 pro if that matters any. Thanks for some guidance and or a confirmation.

MY QUESTION TO PNY SUPPORT
For some strange reason my former 256gb usb flash drive turned into a 235gb flash drive. Im stumped, Ive tried using DISKPART to reformat it to normal after creating a bootable flash recovery disk to no avail discovering my old PC's harddrive failed, upon trying to erase and reformat my 256gb stick to normal again, it seems that its stuck on 235gb and Im afraid I lost 21 gb of space on it. I need some guidance on how to get it back to 256gb again. thanks.

Manufacturers define 1GB as 1,000,000,000 bytes; however, a computer defines 1GB as more than 1GB at 1,073,741,824. If you divide the announced density by the computer’s 1GB definition, you will get the available space. For example: 64,000,000,000 (64GB) divided by 1,073,741,842 = 59.6GB of available space. In other words, the space on your flash drive is being calculated by the computer properly. If you look at the long byte number you will see it is a 256GB capacity flash drive.
