Need a Quiet, Cool 1440p Card @ at least 60fps without overkilling

In the process of piecing together a new build. My ideal goal is to be able to comfortably run at least 60fps (higher would be better honestly) @1440p. Right now I have the I7 and motherboard listed below. I have come to the point where I have the extra cash to drop on a "big ticket" item, namely the GFX card. Initially I figured I would just grab a 1080 card, but still need quite a bit of parts, I was thinking I could step down from the 1080 to save a couple hundoes and grab a few more pieces of hardware possibly. But I am currently at a loss with which direction I could go.

Games I Play: WoW, Swtor, Wildstar, PoE, D3, GTA5, Doom.....most games on Steam?!?

Current GFX: GIGABYTE GeForce GTX 970 4GB TWIN TURBO OC EDITION

Motherboard: ASUS ROG STRIX H270F GAMING LGA 1151 Intel H270 HDMI SATA 6Gb/s USB 3.1 USB 3.0 ATX Motherboards - Intel

CPU: Intel Core i7-7700 Kaby Lake Quad-Core 3.6 GHz LGA 1151 65W BX80677I77700 Desktop Processor

I do plan on getting a few M2 to house all information, plan on maxing out RAM at 64GB, the CPU will be water cooled (mainly for sound issues, currently using one and love it compared to the stock cooled pc sitting right beside it).

Should I just bite the bullet and pick up a 1080 card? Or can I get by with my current card or possibly a 1070? When it comes to the card, I would prefer it to run cool and quiet. Coil whine and fan sounds irritate the ever loving hell out of me and is pretty much top priority to avoid. Purchasing a Hybrid (built in water cooling) would be ok as well.

My budget is $700 for the card alone, but like I said, I've still got quite a few parts to pick up and wouldn't mind dropping gfx card power to save some cash and pick up extra parts. Even with a 1070 Hybrid card sitting in my wish list I still have about $1900 left in my build.
