No display on my monitor. Potential GPU issue. Please help <3

I've tried numerous things to fix this issue. In fact I made this tomshardware account just to ask this question which I would normally never do. Though that's because I'm a man and I don't like feeling defeated lol.
My comp is a AMD motherboard ASUS M5A97. GPU is a GeForce GTX 950. CPU is AMD Centurion 5gbs. 16ram (2x 8gb)
Me and my oldest brother were building a computer and we know the ins and outs and stuff. It's just this time for some reason the screen goes black and will start up. But you can't use your keyboard and your screen stays black. All the regular sounds are playing like it's supposed to. It doesn't make any beeps besides the initial one that translates into "VGA Error" from the motherboard booklet. So I go in to check the issue and I double check all the plug ins that could remotely affect the GPU and put the back in the right spots which I KNOW I did right. Cause they were the original spots where it used to work. We had the same issue the first time but it went away after we had drained the power from the motherboard by taking out the wire from the power supply. Then, leaving it on and pressing the power button until the lights in the motherboard (that little green light, yeah that one.) went out. After all that I plugged it back in (the very first time) and it started working.
So it's been a while since it's happened. It only started reoccurring just the other day. I tried plugging it directly into the wall. Then another outlet just in case that one was faulty. I've tried everything including getting to the BIOS blindly. Which apparently doesn't go that far either. I also checked a video of the same model motherboard with the same BIOS. The M5A97 actually doesn't have on-board graphics so don't try and recommend swapping to that and setting the graphics inputs in the BIOS menu to PCI-E or stuff like that I've tried it all. I promise... Also, the dual fans spin about once in place then stop for a second the repeat, it goes on forever I've watched it for about 20 minutes straight actually.
Lastly and finally, I have made sure all the stuff in my computer does work. I actually had a second set up from one of my friends brought over so I could test things out to make sure I wasn't stupid about it all. The GPU works the CPU works every bit of it works. I need a new answer to it all.
Ask me anything about my computer and I will get to you as soon as I can. I'd like this problem to not persist from now on. Thanks in advanced

P.S. If you're wondering just how dedicated I am to this computer.. I've spent about 13 straight hours researching how to fix it and also took it apart and back together again. In just 38 hours since it started.
 
well you obviously have two identical rigs have you tried putting your rig that does not work next too the rig that does work using your PSU rather than the PSU we know works to try rule out the PSU because if everything works there has to be some part that is failing and PSU could be the answer.

I've already tried replugging in everything and all that. Everything has the power it needs. The GPU is working beeping and spinning fans. Same with the entire motherboard. Everything is good.
