New built PC won't go past bios screen

Just built a new pc booted it up and it popped up with the bios screen but pressing delete to get into the bios didn't work. my keyboards lights were on so i assume that it was going i also tried to changing usb slots and nothing happened. so turned it off and tried again and somehow got into my pc but when i tried to download anything like drivers from the internet it would download them but it would not install them... HELP! :(

First of all not all motherboards go to BIOS form hitting delete key, some do f2, others do f8, consult your motherboard manual

Secondly your post is confusing because you seem to skip from trying to get into bios for the first time directly to a windows environment without installing anything. Are you starting with a fresh install of windows or are you just taking a hard drive with windows on it and throwing it another computer? If that is the case then there is your problem, when windows is installed it is setup around a specific set of hardware and if the hardware changes too significantly it will be unstable or even flat out not boot.
