Video Card Under $400?

My computer budget is a bit over $1000, and the rest of the components cost about $600, without the case. Any ideas? My goal is to be able to run most games at high-ultra settings under $400.
And while that is my budget, I am willing to buy something lower price if it can offer the speed that I want.
 
+Purple_1 I agree that the GTX 1070 would be the ideal purchase at the $400 price point. However, would you mind sharing your full specs, including your power supply's manufacturer and model number? I just want to be certain that this GPU purchase would make for a balanced system. Also you should be aware that the GTX 1080 Ti is coming out within the next week. I'd be tempted to wait for it's release, in order to see if it puts downward price pressure on the GTX 1070. It would be nice if you could save $20 to $30. Again, I have no idea if the price will lower at that time, but I'd personally wait to see.

! Warning - You have a Z170 motherboard (skylake chipset) with a i5-7600K CPU (kabylake chipset). You need to select a Z270 chipset motherboard instead. The only way that the Z170 will work with that CPU is if you update the BIOS, and in order to update the BIOS, you'd need the older generation skylake CPU to do it.

Please select a Z270 chipset motherboard. It's crucial that you do.

Sorry, but I don't wan't to mess this up. Do you have any suggestions for the best motherboard under $200? Keep in mind that there must be an m.2 slot, and the board should look at least decent considering that there is a front window, so rgb would be nice.
