Why does Arma 3 run at 20 fps on any settings.

I have recently started playing Arma 3 again and i have found that the game wont run faster than 20-30fps. I have tryed all combination of settings that i can think of, any suggested settings that you use would go greatly appreciated. I have udated all the possible drivers that i can.

PC specs:
CPU: AMD 3850 FX 42.ghz
GPU: AMD Radeon R9 390 8gb
RAM: 8gb 1866 Corsair Vengeance Pro RAM
Motherboard: MSI 970 gaming motherboard
Monitor: AOC 1080p Gaming monitor

Any help is greatly appreciated.

that is so annoying cos 4.2ghz is the max overclock i can get on my motherboard before it starts power throttling :'(

yea true, it does mean im gonna have to get new ram, a new motherboard, new cpu and new cooler tho. i dont got enough for that
