Does a fried mother board fry my cpu

We had a thunder storm yesterday and the power must have surged because my PC died even though it was on like 6 surge protectors. Anyway this is the only PC that fried. I did the paperclip power supply test and its fans spun. So it isn't the PSU I tried everything but it won't even blink on. So my best guess is the motherboard, it has built in LEDs so if it did get power they would turn on. I have nothing else to check parts in so I just wanted to ask what you guys thought. Is my CPU dead. I planned on getting a new GPU for a while so I'm. Not worried about that. The motherboard is covered by amazon and I bought the ram at the same time so it would be covered as well. Thank you for your input on what I should worry about.

I don't think it is my PSU entirely because when I plug it into my motherboard the fans don't spin but if it is damaged I do have an extra one or two lying around

But if my PSU doesn't start when plugged into my mother board the motherboard is 100% fried right?

THANK YOU I DID THAT AND NOW MY PC WORKS YOU ARE A GOD! I did this before I saw the post but you made me think of it. I'm so happy right now.
