Hyper 212 Evo loud fan?

I have been searching around for fan noise to see if anyone was having a the same problem as me. They same to be similar but not the same. My fan doesn't necessarily sound like it's going to take off such as a turbo jet engine, but it's still pretty loud. Have had this cooler for a few years maybe time to get a new fan? See I on the regular make videos, but with the fan noise it kinda bums me out a bit. my temps by the way sit at about 52c with a few tabs open in chrome, running csgo and spotify. My specs are as follows Fx 6300 with 16gb of ram.

when a fan is old, yes, it could require you to replace it, but sometimes a good clean helps, if you can replace it, it is a safer option

also you could consider romoving it and applying new thermal compound, the old one could be dried up now

Considered this, I stopped the fan however and noticed all the noise coming from my pc was completely gone. As soon as my pc starts it sounds really loud. The speed never seems to change when it's under heavy load, or whenever is on idle. Strangely the speed seems to remain the same. Checked all the mobo settings and even manually adjusted the fan clock speed, the fan was still just as loud regardless of the fan speed being manually set to a lower RPM. Maybe time to just replace the whole cooler? I mean they are cheap anyways, I new fan would cost maybe a third or even half the price.
 
Fan noise comes from running at high rpm.
FX chips run hot and need good cooling.
Your motherboard is likely ramping up the fan speed to try to keep the processor temperature under control.
If the cpu gets too hot, it will slow down.

How is your case cooling?
Any cooler needs a source of fresh air to do its job.
Take the case covers off and see how you do.
If it helps a bunch, look to case cooling solutions.

If you want a good, quiet cooler replacement, look into the scythe kotetsu.

I have amazing airflow in my case to be honest. It's not ramping up the fan speeds, it stays a constant speed, under idle or under heavy load. The sound remains the same from the bios to maxing out the cpu.
