It makes no difference if it was used for 4 months or 8 years. Buy it only if you can use it, i.e., you already have everything else and it's an upgrade to your current CPU. That old processor is rather slow by current standards.

I currently have even older cPU......I have C2D e4400 currently ....as I'm living in a poor country tech items are very expensive .....I can't buy the latest generations i5 or i7 ......and can I game GTA 5 with e6850 and gt610 in low settings ??for around 30 fps??

It may run at a very low resolution and minimum settings; both the CPU and GPU are very weak. Check videos like this: https://www.youtube.com/watch?v=HStqt2-ERvg It sort of runs mainly because the resolution is extremely low. It looks like the FPS is way lower than acceptable to most people.
