Nvidia Drivers Causing Stuttering

I was sitting down to enjoy some Youtube content on monitor 2 while playing Killing Floor 2 on my main when all of a sudden I started getting an odd stutter every second or so. Sadly this has happened before but I was able to correct it by deleting the nvidia audio drivers. With no small amount of annoyance I went into my device manager and repeated the previously taken steps, only this time it garnered no results. That was three days ago.

In the past three days I have tried every single thing I could find and have discovered one extremely useful bit of information: Using DDU and uninstalling the nvidia drivers fixes the stutter. The issue with that is that my graphics card stops working as it should, obviously. If I play a video on youtube (a lovely fractal video) while installing the drivers I can see when it starts happening again. It is infuriating.

My question is obvious: How do I fix this? I have tried several versions of the drivers but have had no luck. The first time I tried an older version of the drivers it worked for a little while, but started up again when I ran the open beta for Ghost Recon Wildlands.

Please Help!

I see I am not alone and someone else has tried the EXACT things I have:

- There are no Programs enabled for Startup. There are however a lot of processes and services running (as expected i guess).
- I tried to disable/change a few settings in the NVIDIA control panel including the infamous V-Sync.
- I disabled my second Drive via device manager.
- Neither CPU nor GPU are overheated
- Neither CPU nor GPU are under (heavy) load.
- i disabled my Network connection
- i disabled Windows 10 privacy settings with Ultimate Windows Tweaker 4.2.2.
- I made a clean install of the NVIDIA driver using DDU.
- I checked DPC Latency and the maximum Latency was 1ms.
- I set the internal Windows timer to it's minimum (0.5ms).

Another observation that I find interesting is that the loading circle that appears next to the mouse cursor (windows 10) is unaffected. This would seem to indicate that it is NOT an interruption in the display signal since the little loading wheel spins butter smooth, even when video is stuttering. Absolutely everything else is stuttering in terms of visuals, sound does not stutter at all.
