Game runs poorly on lower resolutions then high resolutions

Alright so I posted this once and it got deleted so lets hope this works. Hi,
I've been playing Counterstrike for a while and recently I went from playing 4:3 with 160-200 frames to 20-50 which is completely unplayable. It just happened totally random and out of the blue. I didn't do any wierd tinkering with drivers or any 3rd party software, I didn't do any hardware changes, I have no idea what went wrong but it just stopped running that high and massively tanked. If anybody has anything that can help me it would be much appreciated. Ps I have an amd 7800 cpu and a R7 graphics chip. I know it's not the best but hey it played Counterstrike well. If you guys have any ideas please let me know.

The chip is connected to the motherboard directly through some wierd wires I've never even seen before so I have no idea on how to check that but I do know that my 7800 runs around 50c idle but I kind of just thought that was normal for anow amd? I'll download it and check it in a sec I'm currently about 15 mins from home so I'll get back to you with Temps when I can
 
Setting low now moves GPU work over to the CPU. Only reason I can guess valve made the change is to open the game to up to none gaming systems with just an i5 or i7. Put the setting on mid and set your fps_max for smoother game play. Also check your configs as often valve over rights custom settings. Here is some suggestion on optimizing your game settings.
