Computer and memory issues.

I just got this computer a few months back and it has been having some issues. For example memory usage doesn't drop at all, it only climbs higher and higher. Even when I shut down the computer and turn it back on the memory usage will still be high. The only solution I have found for this is to turn off the computer via the power button instead of shutting it down. This will reset the memory that is being used back to normal but the whole situation will just start again. Anyone have any possible reasons why this is occurring? There are also other issues where google chrome will stop working and give me the option to either close it or wait for it to respond. Or when I was installing something earlier my memory shot up to 97-98% even though I could see that not much memory was being used in task manager. Thanks in advance for any replies. Also to note that I currently have 16GB of RAM.

I did not build it myself, I'm currently using windows 10, and usually it's google chrome that is open when this happens. Just yesterday I was downloading some stuff on Steam and was using google chrome at the same time and out of no where my memory shoots up to around 98%. The computer will either freeze at that point or run very very slowly. When I checked though it didn't seem like that much memory was being used even though it was saying around 98%. I also saw that 100% of my disk 1 was being used at the time this occurred
