hi
i wanna config a network that any person with any device has a username and a password for net access.
and any user and pass just have a specified data usage.
at first they connect to wifi . and then for net access they need specific user and password to connect.
any user just can use a specified amount of data usage.

You will need some infrastructure. You need a database, an LDAP or other authorization service, a firewall that can report statistics in conjuction with the LDAP. What you want is not trivial. Not impossible or has never been done, but not trivial. Search for some examples of captive portals using pfSense.
