Voltage levels shown in BIOS extremely high (4V, 24.48V, 10.2V)

A while ago my computer started failing to boot sometimes. I turn it on and the fan and LEDs start but there are no POST beeps and the screen stays black, and the fans are running at full speed, it just stays like that until I force shutdown. I restart the computer and on boot it says power surge was detected, and sends me to BIOS showing voltage levels. However, when I exit BIOS it boots successfully and I have been using my computer like this for a few weeks (probably a bad idea).

My motherboard is the P8 Z68-V Gen3, and my PSU is Corsair AX750.

These voltage levels are impossible right? Especially since the computer still runs. So does that mean it's a motherboard / BIOS issue? Any advice would be appreciated.
