I don't know about the design of CoD BO3, but:

Two keyboards will only have a chance at working with two different key sets. Windows don't distinguish on which keyboard the key was pressed. Plugging in two mice wouldn't get you two mouse pointers either.

If there were a split screen option in CoD BO3, I'd say it'd have the best chance at working with one player on KB+Mouse while the other on a gamepad.
