Will this graphics card cap my FPS

Hello, I'm a first time builder and my graphics card I have now is old. Maybe 7 years it is an AMD RADEON 5450 ATI and I think it's getting wore out. I used to get like 70-80 avg frames on CSGO now I have like 40-50. My processor is AMD ATHLON 5350 will buying an Gigabyte Radeon RX 460 OC 2GB cap my frames or better them? I would love to have a fast response as I am looking to ask for this for my birthday PS: This computer is built to play CSGO and Minecraft not really looking to play any heavy games besides GTA IV (Which isn't really that heavy)

Videocards don't 'wear out' like that. Generally, either it works or it doesn't. I'm saying your slower performance might be related to something else, not the videocard. As far as the 460, that will give you the maximum fps you can get in those games, your CPU will be the limiting factor. So if you got 80fps before using the 5450 then the 460 will do that much and maybe more if your CPU can handle it. Minecraft depends on CPU more than the videocard, so a 460 might not get you much of an improvement there.
