Computer not performing at maximum capacity

Hello, i have a Lenovo Ideacentre k450 desktop. My specs are pretty good but i feel i am not getting the performance i should be getting. Expecially cause my friends have almost the same specs with a dramatic increase in performance. My specs are
16gb of ram
i5-4440@310GHZ
Nvidia Gforce 650.
Any advice would be great.

Might be time for a windows reinstall or at least a deep clean.
Go ahead and defrag your hard drive, uninstall unwanted programs, grab CCleaner and clean the registry for errors, grab a malware program like Malwarebytes and clean that out. If you're worried about browser performance use CCleaner to clean out your temporary files, history, and cookies.

If you want to try the hardware route see if the cpu is overheating and throttling itself. A simple program like CoreTemp can help. If you want to upgrade I would suggest an SSD and if you want better gaming performance a better GPU like a GTX960 or 1060. Or AMD RX480 if you're on team red.

All my cores are around 30 C. My minimums are all 28 C except my core 3 which is 26 C. Is this acceptable or should i upgrade? I followed all your steps before.
