Am I experiencing a CPU bottleneck? (i5 3350P & AMD 7970)

I currently use an AMD 7970, and for the most part it's held up well over the years. I play GTA V, The Witcher 3, Battlefield 4, and Doom all at high settings with consistently smooth framerates. But recently I tried playing Deus Ex: Mankind Divided and suffice to say, I thought it might be time for a GPU upgrade.

Here are the results from some benchmark tests I did for Deus Ex..

Deus Ex Mankind Divided @ high graphics preset:
GPU usage: 99%
CPU usage: 50-70% on all cores
Average fps: 37
Maximum fps: 51
Minimum fps: 20

Deus Ex Mankind Divided @ low graphics preset
GPU usage: 88-98%
CPU usage: 50-70%
Average fps: 50
Maximum fps: 60
Minimum fps: 36

I should mention that even on the high preset, the game doesn't look or perform very well on my machine. It seems to constantly stutter regardless of the fact that I get an average of 37 frames and there are these horrible jagged edges despite AA being turned on.

But even more recently, I tried playing the Ghost Recon Wildlands Beta, and regardless of whether the graphics preset was Low or Very High, I consistently got around 30fps. My GPU usage was only 90% on the Very High setting and dipped to 60% on the Low setting. Could this be the result of a CPU bottleneck? Should I think about buying a new processor before I upgrade my GPU? Or could this game just be badly optimized?

I wanted to upgrade to a GTX 1070, but now I'm considering getting one of those new Kaby Lake CPUs and upgrading the GPU later on down the road. Thanks and sorry for the wall of text.

It's true that your i5 is showing it's age now, but I think you would see better performance if you upgraded that GPU to something more modern. At this point an rx480 would probably net you a noticeable FPS increase.
