terrible preformance with fx6350 and gtx 1060

i have a gtx 1060 3gb palit, an fx6350 at 4.3ghz, an asrock 970m pro3, 10gb ddr3 1600mhz, an areocool integrator 500w psu and a toshiba 480gb ssd. wathcdogs struggles to maintain thirty fps, shadow of mordor struggles to maintain fifty fps and in esports titles although they run above 60 they dont go into the hundreds like benchmarks would appear to suggest they should. all games are at 2560x1080 i have already replaced the motherboard and nothing in the system gets above 60 apart from the gpu which sits at about 70 degrees. nothing appears to be throttling and there are no hallmarks of bottlenecking because the fps doesnt really change regardless of the settings/ res.

Your CPU is bottlenecking your GPU... a BIG bottleneck, Upgrade to a new motherboard / cpu, All the AM3+ socket CPU's will bottleneck a 1060.

Source: Personal experience, I took my brothers FX 8350 and a 1050 ti he was using tested a shit ton of games wrote down the FPS, put in my 1070 and literally nothing changed at all.

Yes I know the CPU holds it back but it doesn't make it responsible for 30fps as my 750ti handled it better than my CPU only bottlenecks to a point and the benchmarks on the internet using the same CPU yielded higher frame rate.
 
So the new windows never had the old gpu? It doesn't matter that both gpu's use the same driver, you should always uninstall and reinstall for a new gpu. The driver configures itself for the gpu installed. Also drivers can become corrupted so a fresh install is a good place to start.

Once driver is ruled out we need to know CPU & GPU usage and if the CPU is holding its clock speed or is throttling down. This will give us ideas of possible causes.

Are any cpu cores hitting 100% or is the load spread evenly across all cores?

And you are sure the 4.1Ghz is holding and not dropping after a short time playing?
