Low FPS and high usage on my cpu

I have high usage on my CPU in games about 80%-100% all the time and low GPU usage or not constant usage % on my GPU in battlefield 1 I have very low FPS while other pepole with the same components as me have stable FPS and about 85%-100% GPU usage I have the known problem with the 100% cpu usage but others as well and still they have high GPU usage on heavy games (while I have about 50%-60% GPU usage) which gives them a stable and high FPS, I get about 60-80 FPS on battlefield 1 no matter which options I use or resulotion I tried to limit my FPS or use the max pre renderd frames ahead (1,2,3,4) checked for viruses even reinstalled a clean new system and still, I tried to update my bios I have the same issue on other games as well for example overwatch I have about 70% GPU usage and 85%-95% on my CPU usage constant while others have lower CPU usage than me and 99% GPU usage which makes the game run stable FPS and yes same components (my friend has the same rig as me)

My specs: GTX 1070 Gigabyte G1 gaming, Intel core i5 4690k OC to 4.4 GH.z, 16 gig of ram 1333 Mh.z, Windows 10 64 Bit

Yeha I know it glitched for me and I openned a new one and now I have two of those for some reason

Motherboard? Power supply? CPU cooler? All those are things that may force your CPU to lower it's clocks (Ghz) and so showing a high CPU usage (of course, if it's working @ 1,4Ghz, to say something, then it's expected to be hitting 100% usage).

Motherboard: ASUS ranger maximus VII power supply: Antec Neo 650 Modular 650W Active PFC 12cm CPU cooler: noctua NH-U12P SE2 and my temps are very low.

CPU and GPU around 50C-55C on heavy load on benchmarks and etc.

I did check my CPU in games it dose use all of the GH.z 4.4 of them but I did notice sometimes it drops to 275 MH.z and comes back to 4.4 reall quick...

Does your friend have the same RAM as you? That's the only thing that comes to mind now, with that 1333Mhz being the lowest spec of your computer. However, it shouldn't do THAT MUCH of a difference... Something may be faulty within your system, your best bet now would be to try and change one piece at a time and keep trying 'till you hit the nail... Try swapping the ram, then the PSU, etc.
Can't think of anything else at this point, I hope you get this issue of yours solved as soon and inexpensively as posible. Good luck man.

EDIT: As a quick try while you get a friend to get you the spare parts to try one at a time, I would try to lower your OC to like 4Ghz (and leave the voltages as close as stock values as possible) and see if there is any difference. If there is, then we can point to the PSU or Motherboard to be the possible problem.

UPODATE: The LIM: POWER thing from Rivatuner, I'm guessing it means that your graphics card works with a Power limit instead of a Temperature limit (In msi afterburner you can tweak that, the limited factor is the frequency, and you can tell Afterburner to limit the card to a certain Temperature or to a determined porcentage (%) of power (100%, 110%, 90%) etc. ) and then when a certain Temp. or Power usage is reached, the card stops overclocking itself (That GPU boost thingy from Nvidia).
Again just my guess, maybe that's not it.

(No my friend has a faster RAM 1600 MHz)
it will take me a little while to get those extra parts to test out my system, I hope you will reply to my future update!

*Update*

I have changed RAM PSU and even my video card with a diffrent 1070 and nothing changed.
But for some reason my GPU now get 100-95% usage in benchmark tests and in some games but my CPU is still on 100% and and I still have low FPS for example in overwatch I have 100% usage both on CPU and GPU and I have around 120-90 FPS which is not good at all its even worse than before.. I had 150-170 FPS with no drops and my friend has 180-200 FPS (yes same settings).
in benchmark tests I recive good scores even quite high scores (in fire strike demo I get 14,703) but in game my PC performes quite badly... not as good as it should... ----> http://prntscr.com/efoiwx
