I see the processor frequency drop while idle and also boosting appropriately when playing a game or something. What bothers me is the voltage doesn't drop with the frequency. I tested some things in the bios and found it this is because I have manually set my cpu core voltage. If the core voltage is set to auto, the voltage drops with the frequency like it should. I just don't wanna leave it on auto because it defaults to 1.25v. I have read online the max a 4790k will need at stock (4.4ghz) is 1.2v. I have currently been running at 1.2v for a couple weeks now, I know can go even lower but I haven't taken the time to mess around and test it.

I have EIST on, turbo boost on, enhanced turbo boost on *MSI boards only*, C-States enabled, C1E enabled, and C-State Package limit on auto.

Solution
Either use adaptive mode, offset mode or leave it on Auto. It is still perfectly fine to run at 1.25V st stock speeds as long temperature are reasonable.
