Solution
Gaming PC with single high-end GPU and CPU both overclocked do not need even 350watt.
multi GPU is obsolete - a single card can do 4k atm. things are going to be better with next gen (vega/volta).
So even 650w unit is an overkill from performance point of view, but i understand getting RM650x or EVGA SuperNova G3 650 for the quite operation -most time the PSU fan will not even turn on. I can understand getting 750w units for the 10 years of warranty on sale. but 860 of platinum PSU ?
That MB cost over 200$ - what feature the Asus Z270-A lacks that you really need ? they will do the same overclocking and performance.
That money can buy you a double size SSD - games load so much faster from SSD.

I told you that right now i can not...
for 2400$ you can have it all including the custom loop.
i'd not pick any CPU or MB at the moment as the ryzen reviews will be up in couple of days and it already affects intel pricing.
you have some weird choices.
For example the memory, the PSU and MB are complete overkill. not to mention that H110i, which is loud shinny crap toy is a complete waste of money.
the case is also far from the most suitable for custom loops.
post again in few weeks when you ready to get it.

CPU: Intel Core i7-7700K 4.2GHz Quad-Core Processor ($338.89 @ OutletPC)
Motherboard: Asus PRIME Z270-AR ATX LGA1151 Motherboard ($159.95 @ B&H)
Memory: Corsair Vengeance LED 32GB (2 x 16GB) DDR4-3000 Memory ($235.99 @ Jet)
Storage: Samsung 960 Evo 1TB M.2-2280 Solid State Drive ($477.99 @ B&H)
Video Card: EVGA GeForce GTX 1080 8GB Superclocked Gaming ACX 3.0 Video Card ($559.99 @ Newegg)
Case: Phanteks Enthoo Evolv ATX Glass ATX Mid Tower Case ($156.99 @ NCIX US)
Power Supply: EVGA SuperNOVA G3 650W 80+ Gold Certified Fully-Modular ATX Power Supply ($89.99 @ B&H)
Total: $2019.79

But the above will be lower in a week - at least due to CPU price going to 299$

Add another 350-500 and you have custom loop for both CPU and GPU with high end components.

you are still within your budget without performance sacrifices
