Computer is very slow after format

Hey guys,
few days ago i format my computer and installed new motherboard, ram and CPU
after everything is installed, all drivers are ok and updated, my computer is going really slow and stuck sometimes, that should not happen. i notice in the CPU-Z program that the core speed of the CPU and memory are changing alot from 3K to 700.

computer:
CPU : I7-7700
MOTHERBOARD : MSI B250M PRO-VD
RAM: 2X8
GPU: GTX970

it could be the bios? or i dont know.

CPU speed goes up n down all the time on Win 10. When CPU is idle, Win 'de-clocks' it to save power and lower temps. So what you got on first video is normal.
Same goes for RAM. BUT, RAM is around 1200 MHz. It should be 2400 (? not exactly familiar with CPU-Z)

DDR4 RAM 2400, showing 1200 in CPUZ is exactly what is it supposed to be.

DDR = Double Data Rate.
1200 doubled is 2400..

There is no issue there.
