Is it wrong with my new cpu fan?

Hello, i bought a new computer for myself a month ago and the original cpu fan was so load that i could not hear myself think. So i bought a new cpu fan. A Noctua NH-L9a. It was labeld on the site that it should be 1800~2500 RPM. But when i run CPUID Hardware Monitor Pro it says the CPU fan is going 1500. And the Computer gets over 60 C when i play games. The power is Package 44w showing. The computer shuts down when i arrive at that temp.

My computer set up is AMD FX-8320 Black Edition Processor Socket-AM3+, 8-Core 3.5GHz, 16MB, 125W, 32nm.
Corsair Vengeance Pro DDR3 2400MHz 16GB 2x8GB 2400MHz (PC3-19200) DDR3 CL11, 1.65V, XMP.
Chieftec I-Arena 500S, 500W PSU ATX 12V V2.3, 85%, 1x 6+2pin PCIe, 5x SATA, 3x Molex
MSI GeForce GTX 1050 Ti 4GB OC -Demo Grafikkort, PCI-Express 3.0, GDDR5, "Dual Fan", 1341/1455MHz, Pascal.
Windows 7.
Is there anything i can turn up so the fan is speeding faster or so it gets cooler? Or is it just wrong with my cpu fan and i need to get a new one. Or did i buy a bad cpu fan? I would love the help. Thank you before hand.

i could not find a fan curve in BIOS in bios but i am google it now to find out how, i do it asp. In the mean time here is what it says in bios about cpu and power source.
