That's a reference card so it's power (and hence performance) has been gimped a bit as the original design exceeded allowable power draw on the PCI-E slot.

This is Guru3D's generic power supply recommendation for the series:

AMD Radeon RX 480 - On your average system the card requires you to have a 450 Watt power supply unit as minimum.

If you are going to overclock GPU or processor, then we do recommend you purchase something with some more stamina.

I'd suggest a Seasonic 520 / 620 from either the S12 or 612 series.
