1070 & 15-6600k underperforming on csgo

Here is my userbenchmark score as well:
UserBenchmarks: Game 108%, Desk 91%, Work 58%
CPU: Intel Core i5-6600K - 91.1%
GPU: Nvidia GTX 1070 - 128.1%
SSD: PNY CS1311 240GB - 84.3%
HDD: Hitachi HUA723020ALA641 2TB - 69.2%
RAM: Kingston HyperX DDR4 2133 C14 4x4GB - 75.9%
MBD: Asus Z170-E


So I have talked to others who have basically the same setup as I do and they have no problem running csgo on 1920x1080 on high with ~350-400 fps. Whereas when I play (1024 768) with low settings, my game is around 250-300 and when there is more players around me or smokes it tends to drop down to the low 100s which causes my game to stutter on a 144hz monitor. Is there anything wrong with my setup? Thanks for any help!
 
Solution
It's not being throttled as hwmonitor is showing 4.2ghz. But 100% usage on all cores which doesn't make sense since cs go doesn't use 4 cores. Check task manager and see what else is using the cpu.


$400 GPU to play at 768p? Talk about a waste, get a new monitor ASAP. Crank the settings up and enjoy. Not sure why you're running into stuttering issues.

Csgo is the only game I play with a low res and that is because I am used to it. And why would I need a new monitor? It works perfectly fine with every other game I play
 


So you're lowering the resolution to 768? Looks like I misunderstood you. I don't see how you could play like that, it looks terrible at such a low resolution. It's like buying a lambo and only driving it 10MPH.

I know what you are saying. Just a habit I can not get out of. Which is why this is confusing because it seems like my cpu is getting throttled somehow because I get the same frames at 768 as I do at 1080
