Random FPS drops in League of Legends

For the last few months, my frames have been jumping up and down the entire game causing it to be super laggy, especially during teamfights. I have all updated drivers, set all settings to highest performance, and reinstalled the game and windows multiple times. This is quite frustrating and I don't know what else to do.

My build:
ASRock z97 Pro3 Motherboard
Intel Core i5-4690K 3.5GHz Quad-Core Processor
Kingston HyperX FURY 8GB DDR3-1600 Memory
Western Digital Caviar Blue 1TB 7200RPM Internal Hard Drive
EVGA GeForce GTX 970 4GB FTW ACX 2.0 Video Card
TP-Link TL-WN881ND PCI-E WiFi Adapter
Asus VX238H 23.0" 1920x1080 Monitor

2 things, 1 check bios and make sure your ram is running at 1600 hz...

2nd thing is Your computer might be having trouble running both windows and the game at the same time due to the limited data it can pull at one time from an HDD...
I would suggest buying a SDD to run your operating system on, and maybe league as well... This will drastically clear up latency issue you are experiencing.
