Why am I getting trash FPS on a Radeon R9 390

So I have a Radeon R9 390, about 2 years old now. And I play a lot of game on it just fine. I've recently noticed that I'm getting really low FPS over the last month. I play League of legends a lot with some friends (this is not my only game, I do have games that actually use the card so no flame please) and it has an FPS counter in the top right.

My problem is:
-I used to get 200-240 FPS and now im rocking 60-30 with spikes as low as 13 FPS
-MSI afterburner says my GPU is maxing out a lot during my play, with my memory clock speed hitting 1500 A LOT in and out of game
-300 memory useage right now (not in game)
-I'm cursing at 60-70c degrees a lot, when i used to be near 40-50 while playing LoL
-My core clock is currently resting at 300 (not in game)
-CPU is about 30-40 with infrequent spikes of 80
-Current driver version Crimson Relive 16.12.2

*side note
My PC has also been running slow in general. Google is opening slow, Apps are opening slow. It starts up very quickly still, but after that it slows. Not major background processes besides Windows stuff.

I don't believe its a virus but I also haven't done a Deep scan with McAfee in awhile, and plan on doing that tonight before I go to bed so we will see.

Any Ideas on what might be the problem? Getting worried about it. I spent a lot of money on this thing and the last thing I want is an unfix able problem.

I'm going to start it up in safe mode and see if the problem remains. I'll update after that.
