Can i over clock my CPU this much?

The FX8350 is a 4Ghz CPU with turbo boost up to 4.2Ghz assuming you can get a stable OC of 5Ghz I think that will be close to the limit with a great cooling. 7Ghz NO you won’t archive that actually with that cooler you won’t be able to hold reasonable temps with an small OC.

You really want to OC you CPU, buy a decent air or AIO cooler, that Artic cooler is almost same as the stock cooler.

For Bulldozer and Piledriver CPU OC Ill recomned you this guide.

Nope.

Judging by its size, this cooler can only handle 65W AMD CPUs, which is a mid-end to low-end CPU. FX series mostly comes with high TDP.

If you want to Overclock 8300, which its 95W, some decent coolers with cheap prices (if you're on budget) will works, as long as you have good thermal paste (or at least a thermal paste that come with the cooler).

both of them can push your 8300 to 4GHz base clock, or even can go higher if you disable Turbo Core.

No problem with the motherboard and PSU (in my opinion). Though the ASUS motherboard had no heat spreaders on their VRM sets, but it should be fine as long as you can manage the voltage to keep things cool enough.
 
125w CPU on that board? I have read threads where people are overheating the VRM's at stock speeds. Id expect any overclock to be very minimal before hitting throttling problems. Also that PSU is lowish quality but probably less of an issue than the motherboard.

My view is I wouldn't waste any money on a new cooler just to overclock. I just don't think you have the headroom.
