How Can I Remove The Current Owner/Administrator of a Refurbished Windows Pro 7 64 bit Laptop?

I recently purchased an HP Elitebook 8460p Windows Pro 7 64 bit refurbished notebook and have been trying to remove the existing owner/administrator it came with, (hp) but to no avail
I went into security and followed the prompts to advanced settings and was successful at making myself, CAG the owner administrator.
But when I deleted hp and restarted the OS, hp returned again and again.
I want my files to go into CAG but when I try to do that I am told repeatedly that I do not have permission.
Is there anybody that has had this problem or can help me resolve it?

Did you add yourself as a new Admin User then delete the old account?

After creating the new admin user, log in as the new admin then remove the old admin. It sounds like you are trying to delete the original admin account while still logged in as it.
