Extremely low FPS after changing a mainboard and a power supply

Hi guys.
I have a PC that has the following specs:
16GB (2x8GB) Corsair DDR3 Vengeance
120GB Intel 520 Series, 2.5" SSD,
Corsair Carbide Series 200R Compact
Intel Core i7-4770K, 1150, Haswell,
ASRock Z87 EXTREME4, Intel Z87, S
2GB MSI GTX 770 Twin Frozr Gaming,
700W Be Quiet! PURE POWER L8, 80Plu
and I use Windows 10.

Suddenly, my computer stopped working and I could not turn it on. I decided to buy a new power supply, that is Corsair CX750M, I fitted it, but I was still unable to turn the computer on. Then, I bought a new mainboard, that is Asus Z97-P, I fitted all the components above into that and my PC started working.
However, when I play World of Tanks, my FPS are about 12-25 FPS, even if my settings are the lowest, and the game is unplayable. Before the change, my FPS used to be 80-110 at the highest settings. I wiped my disk off and installed the Windows again, but it has not helped. My FPS are as low as they were when I installed the new power supply and the mainboard.
My PC became extremely slow and even when I am typing now, there's a little delay.
Changing settings in BIOS (standard PC -> gaming PC) has not helped and the PC is extremely slow.
What can I do solve this problem?

As I wrote previously, I reinstalled the Windows right after I changed the mainboard and it has not helped.

Yes, I have a 50-inch TV connected via a HDMI cable. It was not the issue before my PC stopped working and when I had the different mainboard and the power supply.

I installed the Version 10.1.1.7&10.0.16.0 driver for my chipset. Then, I downloaded 378.66-desktop-win8-win7-64bit-international-whql.exe file for my graphic card. Yes, it's a driver for a 64-bit Windows 8.1, as I don't have the 10. It was a big lol moment, as I thought that I had upgraded it. I deleted all graphic card's drivers. I restarted the Windows after installing the chipset driver. Windows installed a driver for the graphic card automatically and I started playing World of Tanks, but the FPS were as bad (4-30 FPS). Occasionally, they were 50-60 FPS if I did not move my tank. I installed the 378.66-desktop-win8-win7-64bit-international-whql.exe driver and GeForce Experience optimised World of Tanks choosing almost the highest settings possible. It happened so previously - even if I the game was unplayable on the lowest settings, the Nvidia application kept choosing the highest settings. It should give you a hint about what's going on.

EDIT
The CPU temperature is 96-98 C degrees and I put new thermal paste.

I have done it now, but it did not make any difference, as the default settings chosen by the game are still much higher than the minimum settings I chose. Despite being the lowest ones, the game is still underperforming.
Please see the report in my post above. As I'm typing now, there's a 0.5s delay. Sometimes, I see a typed word a few seconds after I typed it.

I've just turned my PC off, so the cooler on the processor was working, but there was a bit of dust, the fan on the side (close to the graphic card port) was working and the power supply fan was working as well. Everything inside was cleaned when I changed the mainboard and I did it in the summer last year. So, there was not any dust inside and the problem was the same. What should I do to make the fans work better?

It's all sorted now. It seems, the thermal paste was applied correctly, however, the cooler was a bit loose and did not hold well. I cleaned the CPU and the cooler and put some new paste on. Having noticed the cooler being loose, I watched a video on YT about how to install it. At the automatic settings chosen by Nvidia, my FPS are 95-110.
