Is my motherboard dying?

I've had this problem with my pc for about two days now, when I turn on the computer it has to reboot up to three times until it 'actually' boots but even then the screen doesn't turn on but it goes to energy 'saving mode', all the fans are spinning and the cpu/gpu work but the usb only work for a few seconds but then my keyboard and mouse turn off. My guess is that the mother board might be dying or is dead but I need a confirmation. Also if I'm correct, the multiple reboots are due to failed overclock but I'm not certain.
 
Solution
Try reset the PC to default by clearing the CMOS, because the problem maybe from the failed overclock or the hard ware compatibility.
You should use the minimum hardware to test your PC, like only one stick RAM, onboard iGPU, only the boot device. If the PC can boot fine add the hardware back one by one.

I tried doing that, I took off the battery for about 10 minutes, took one RAM stick and and put it into the other slot and I did the same with the other stick, I tried booting it without them to see if it was the RAM being the issue but and there is usually supposed to be beeping sounds meaning there is no RAM installed but the mobo speaker was silent, and the screen still wouldn't turn on.

I tried doing what you suggested and it's still the same thing happening, the PC turns on, fans spin but there is no sound signalling that there is no RAM as if the slots did not work and the monitor still turns to 'energy saving' mode. That would mean that the PSU is fine but there's an issue with the motherboard or as you said the CPU.
