Partly, while a good CPU will get you good loading times and fps, a good CPU AND graphics card will get you much more fps.
RAM doesn't play much of a part in performance.

1.6GHz CPU will run ancient games, and will struggle to get even 10 fps on average games.
More RAM will almost certainly help, since 4GB is quite low. (Don't expect it to get you more fps, that's not how it works.)
Another graphics card is pointless, unless it's ancient like your CPU.
