What makes a game go faster?

Does RAM and CPU rely on game speed or does a Graphics card do the job? Because I was told that RAM and CPU is like only on game loading and the rest is on the graphics card... Is this true?
 
Everything has some part to play.
Slow RAM can cause slower loading times (along with your storage) which can cause stuttering, but generally this is not an issue.
The processor does have an impact on gaming, if it is not powerful enough to run the game it wont run well (if at all). Generally the graphics cards is the most* important thing when considering gaming, but everything has a part.

1.6GHz CPU will run ancient games, and will struggle to get even 10 fps on average games.
More RAM will almost certainly help, since 4GB is quite low. (Don't expect it to get you more fps, that's not how it works.)
Another graphics card is pointless, unless it's ancient like your CPU.
 
It depends on the game.

Some games are graphics limited like fast action shooters.
Others are cpu core speed limited like strategy, sims, and mmo.
Multiplayer with many participants tend to like many threads.

Your resolution and settings are important for graphics performance, and to a lesser extent on cpu performance.
Lower settings and resolutions will be less demanding on both the cpu and gpu.

Ram is rarely an issue unless you have less than 8gb.

Then there is graphics vram which depends on the game.
For the most part, the vram that comes with your graphics card will be appropriate.

AMD and Nvidia use vram differently so one should not use specs to make a decision.

Load times are more dependent on the storage medium.
Using a ssd will be perhaps twice as fast compared to a hard drive.

Will the GPU that im getting is 1 gb VRAM, is that good?
 
1gb VRAM is meaningless, need to know exact GPU. Also need to know exact CPU.

Good will also depend on what you want to do. If playing older games you might be ok but no CPU with 1.6Ghz clock speed and only 4gb RAM will not be enough to run modern high end games regardless of gpu.

If any component is lacking it will impact gaming performance.

Nowadays all GPU's come with 4GB plus, The last GPU's that came with 1GB VRAM are the 750Ti on Nvidia's side and the R7 260 on AMD's side. Regardless, 1GB VRAM is not enough, maybe for some esports games, but those will not run good on 1GB too.
More of a problem will be your CPU, 1.6Ghz is definitely not good. Most games require a dual-core over 3Ghz.

How about for garrys mod? I barely meet the minimum and I run 70 with no mods on but with mods I run 10-30 FPS so I'm wondering if I get a graphics card so it goes a little faster on garrys mod and maybe CS:GO too.

If your CPU is bad, your graphics card needs to be equal or worse. Getting a better graphics card than your CPU will result in a bottleneck. FPS will increase with a better graphics card, but only if your CPU can keep up with it.
