My computer won't boot

So, I have two computers.

First one - I think the CPU died, nothing happens at all, tried a new motherboard, new PSU nothing happens.

Second one - I decided to put all my parts; SSD, RAM, GPU, PSU into my other board.
The only problem is, this one has had it's problems too. I stopped using this one and bought my first computer due to the fact it was stuck on the loop boot. Now, I press to turn it on, every fan spins, all CPU phase 1-6 are green and I can hear it like boot up if that makes sense. But, nothing happens on screen. It just does't boot, any help?

Specs:
2 x 8gb RAM ones hyperx
SSD Hitachi 1TB
650W ZS Series PSU
GTX 660Ti
i5 750
MSI P55-GD65

now do the same thing, this time with only 1 stick of RAM installed (make sure its in the correct slot as listed in motherboard manual, since it isnt always the first slot)

boot it up and if nothing happens, swap the other RAM stick in by ITSELF and repeat boot again.

if still nothing happens, it's unlikely both RAM sticks died, thus leaving the culprit as your PSU or motherboard

New update - I tried plugging a different monitor in. It is on a continuous loop of trying to attempt to start. LED's flicker, fan's flicker for a millisecond then attempts to do this every 10 seconds or so.

already tried a different GPU, does the same thing
