Frame rate drops out of nowhere.

Recently, I've been experiencing some huge frame rate drops on CS:GO, ESO, Dishonored 2, basically every game I have. However, a month ago, I'd be getting 70+ frames on all of these. And now on CS:GO, for instance, my fps will be jumping all over the place every second. Still kind of a newbie so sorry for any dumb questions or if I'm missing something blatantly obvious. (Should also state that I was about try reseating my GPU, just want to know if there is another, easier solution)

CPU: i5-4430 3.00 GHz
8 gb of RAM (Need to add more, I know)
MB: MSI z87-g43
GPU: EVGA GTX 1070
PSU: EVGA 700w B1

Already reinstalled the newest driver.
Also should have said this:
I've tried defragmenting my hard drive (that helped it a tiny bit), I've reinstalled and rolled back drivers, and I've done a factory reset on my whole PC

in my Device Manager tab, it says my hard drive is: WDC WD10EZEX-00KUWA0.... I doubt that helps at all, but the manufacturer is just Standard Disk Drives. Should I update the drivers for my hard drive? (Feel like that's a dumb question)

So that fixed most of my problem. I don't get the low frame drops, it still happens here and there. Any other methods that mat help me? Casue I used to have no frame skips whats so ever.
I've also turned down my graphics, but I still get the frame rate lag
