PC/BIOs doesn't finish booting because of RAM, missing IDE or missing OS?

Hi guys, have a lot of broad questions before deciding to buy certain converters and components. Please bare with me! Appreciate the help :)

I bought and installed new PC parts after a long time:
Gigabyte GA-B250M-D3H Motherboard
Intel Core i5-6400 Skylake 2.7GHz (3.1GHz Turbo) LGA 1151 Quad Core Desktop Processor
G.SKILL NT Series 8GB 288-Pin DDR4 SDRAM DDR4 2133

Previous parts:
Gigabyte LGA1156 mobo old enough to have IDE slot
CD ROM drive connected by IDE, no SATA
Intel Core i3 equally old
2x 2GB RAM that was definitely below DDR4

The OS is Windows 7 Ultimate 32-bit and I'm upgrading to a 64-bit ASAP for my RAM. My PSU, GPU have been updated in last 3 years.

I don't remember which drive my Win 7 OS is installed (is this the correct term?) on because there are multiple HDDs used. I realised the new mobo has no IDE and is SATA only, because we're ancient anymore but I tried booting up PC just to see my options with installing an OS going forward. Hoping I can install OS from USB or something, meaning I also currently can't use the new Gigabyte mobo driver disc to finish the initial mobo startup.

The PC 'turns on' the monitor for a couple seconds with a black screen, then it goes into 'off' state, with monitor light blinking. Nothing else comes to the screen. PC has the lights and beeps twice. All fans are spinning, machine seems to be humming with all internal lights on, just nothing on screen.

Is this an issue because of:

  • the entire 8GB of RAM not working with a 32bit Win 7? Thought it would still take 4GB for use

    having no IDE connection, so no OS - if Win 7 is installed on there (this can't be right, isn't it Read Only?)

    just not reading the OS in general? What would be my problem then?

So if the issue is the IDE then I've been looking at these, which one does the job?

Would this be a suitable ROM drive for the new mobo - I can grab it discounted, VS just typical DVD RW. Compatible with micro-ATX sized case?

And lastly; I have a 500GB portable HDD, none of my HDDs are over 500GB, what is the best resource you can link (or explain to) me to transfer all my data if I need to?
