Infinite boot loop not even going into bios

So i have my new pc its out of the chassis all i put in is cpu and ram when i short the pins it stays on for like 20-30 sec then turns off then boots back on and does the same thing. I have a gigabyte H110m-a motherboard if anyone could help that would be great.

usually that means the CPU is not properly installed. suggest double check your CPU installation. check if the heat sink is properly seated on the CPU , is there enough thermal paste. stuff like that.
Which power supply and which CPU is it?

Motherboard on a non conducting surface like wood? Don´t use packaging material like card board or foil from the motherboard, these can be conducting and shorten your board´s contacts on the back.

CPU-cooler installed as well?

8pin ATX12V power connector plugged in too?

I have my motherboard on the motherboard box, i heard i should build on it. cpu fan is fully in it is a i5 7500 i have a 4 pin and that is plugged in. Where am i supposed to put the motherboard?
