Can't install or download anything to my second drive which is HDD.

This happened today around 4 I think, I was updating Warhammer Total War for the Bretonnia update and I checked if it was done and it said "Disk Write Error" and then Steam crashed/froze on me. I went to check my game files looked ok. Checked Warhammer and it was no longer installed, went check my hard drive, looked fine, checked the files and they were empty, every single damn file, I had a few file types and folders that was it.

I did a hard shut down by simply holding in the power button and turned back on, ALL of my files were back and I tested DOOM to check and it loaded fine, my saves were still there etc.... I also tried others too just to check.

Now here is my issue I am unable to install/download anything onto the HDD now but I can play games that are currently installed on that drive. I have scanned it and one result was everything is fine no issues, another was there are errors and it needs reparing and I did it a third time and it said the same as the first scan. so what I've now done and still doing is a "chkdsk" on that drive and I'm thinking of re-installing Steam just to be save.

What I want to know is this: Is this damn hard drive failing or already failed or is it anything else like my CPU or GPU or even my RAM? I am so confused because I'm pretty sure if it was dead I shouldn't be able to play games on it and if it was failing then I dunno it's what this thread is for lol.

Here I will list my components for you so you have a better idea of my build:
Please NOTE: 1st Hard Disk is my C drive and 2nd Hard Disk is my E drive which is having issues.

well to know for sure if the drive is failing you should run diagnostic on the drive, download something like HD tune or Seatools then run some test to see the condition of the drive. if it's RAM you can download memtest86 then create a bootdisk to test your RAM. im pretty sure it's not your GPU/CPU or RAM write error is mostly a sign the HDD faulty.

My PC provider downloaded the Seatools one and it failed before reaching 10% so checking it's warranty and if void can just buy another one tomorrow cheers for the help :DDD
