Yeah, you did realize your cpu is at its limit. It might be enough for gaming only but not for multitasking such as recording (I assume its on high definition). Your i7 only have 4 core and 8 thread. Game alone might already cost you 70% of your cpu capacity, adding other task such as recording (especially high resolution) will bump with cpu limit.
Your single HDD also make things worse. It will surely help a lot if you did the recording and gaming on separate storage hardware. Try adding an SSD on your build and it will surely boost your performance.

ya considering when im running csgo itself it takes 15% usage im able to run ow resident evil 7 and h1z1 all at 60 to 40 fps but as soon as i record i drop so respectfully i think you're incorrect but i do believe you're 100% correct on the hdd situation considering i salvaged my hdd when i bought a new build
Well, lets not generalize game as game only. There are lots of variable in game. There are cpu intense games and there are less cpu intense games. What I am talking previously is there are games that already used 70% of i7, and when you combined it with multi tasking, then the problem will surely arise, especially when you doing High resolution recording.
Your old build might done well with its respective time game, but do try playing Battlefield 1 one that old build of yours. I can bet it can barely run flawlessly (ultra setting 1080p above). It does sound stupid, but I just want to clarified what I meant.
In your case, while playing CSGO which is not heavy cpu game (for i7 at least), it might be your HDD that caused you the problem. Do try adding a HDD and designated the recording on the secondary HDD. If game HDD and recording HDD are different, I think your problem will be taken care of.
