CPU area making loud noise (high-pitched when under load).

First, here are the specs of the computer:

MOBO: GA-B150M-DS3H
CPU: i3-6100 3,7Ghz
GPU: Gigabyte GTX 1050 TI 4GB
RAM: Corsair Vengeance LPX 8GB (2x4GB) DDR4-2133Mhz
HDD: Westerd Digital Caviar Blue 1TB 64MB 7200RPM
PSU: Seasonic S12II 520W 80+ Bronze
CASE: Corsair SPEC-02 Mid Tower

Story time:
My computer is brand new. It's been 18 days so far since I've built it. Right now, the noise is the only problem I have with the PC. I suspect that it's the CPU fan's fault, though it could be the motherboard as well. Though, when I had to attempt a POST when I finished building it, it was dead silent. This problem started occuring after installing Windows and the necessary drivers.
Here are some things to note:

- I've checked if the fans (both the case fans and the CPU fan) are mounted correctly.
- I've removed the case fans for testing purposes, noise still remains.
- For various reasons, I had to install my GPU 2 weeks later. The noise has been present before and after its installation.
- I already said this earlier, but there wasn't any noise when attempting to POST the motherboard. I managed to get into the BIOS and the PC was dead silent.
- I do not have a CD/DVD drive (a friend gave me his just to install Windows).
- I use the motherboard drivers from the original disc.
- There aren't any cables hitting the fan.
- I am more than 100% sure that the PSU is not the culprit.

I read something about C1E and EIST states in the BIOS causing the motherboard capacitors to make noise, but I don't have any knowledge on that so I have refrained from testing. If you kind people could help me fix this problem, I'd very much appreciate it!
