Suddenly games are running at 10 fps.

I use a Lenovo laptop for gaming (Don't judge I dont have space for a desktop.)
It's a pre-built with:
4 x Intel core i7
AMD Radeon R7 M360 and Intel(R) HD Graphics 520
I play games usually at ~30fps
Suddenly though all of my games seem to be capped to 10fps. The thing is that lowering or raising my quality settings has no effect at all. Yesterday when this started my laptop suddenly shut off and the bottom was insanely hot.
My thought is that for whatever reason my fan/cooler has stopped working.
I'm not very experienced in this stuff so can anyone tell me the things I should do to determine why this has happened and how to solve it? Thanks for any help!

You can see the Task manager shows dota is not using a significant amount of my CPU, yet I only have 10fps on high game settings
 
Solution
If you feel comfortable with repairing it yourself, you could take apart the laptop and remove the cpu cooler and any residual thermal paste and then reapply, then blow out any dust in the chassis. We had a laptop at work that was overheating and was hot on the bottom with the fan running super loud and we did the steps above and now it runs cool and silent :)

Download something like Open hardware monitor and check your CPU/GPU temps.

CPU should be below 70C and the GPU below 80C, maybe a bit higher since it's a laptop.

Unfortunately since it's a laptop issue you'll need to contact Lenovo and pay them a hefty price to fix it.
