Pc can't restart and programs can't open or launch

So I have this problem with my pc lately. This issue just suddenly pops up where all of my programs won't load when i double click on them. When trying to open new chrome pages they all are stuck as well and won't load. Only chrome pages that I have already on work. Then when I try to restart it doesn't work. So I'm literally stuck. I have no idea what's going on. I've ran a full system virus scan and malware scan and nothing has turned up.

GTX 1060
win7 64 bit

Do you know your mobo and PSU?

it's a 0Y2MRG, Sandy Bridge, H67 if that helps
the psu is a 460W, I'm really not sure the model # but it's a dell xps 8300 with the stock psu.

I tried to defrag and the problem hit me again. It's weird I can't open new chrome pages but I can still view videos of my chrome pages that are still up.

I would run memtest overnight and see if the problem lies with the memory.

Burn a USB copy and boot from it. The software is free and will give us more info to work with.

Have you ran ccleaner? Here's the link

Just run the cleaner part, it'll clean a lot of the internet junk.

I ran ccleaner and it cleared quite a bit of junk. It was fine for a few days but then this stupid problem came back. I've never had an issue where I literally can't open any new programs, can't restart and can't open new internet pages all happen at once.

What was the last thing you did before it started to run fine?
What was the last thing you did beofre the PC reverted to its previous state?
If you can get your PC to a working state I highly recommend defragging your HD.

How many chrome pages do you have open at a time and do you have other tasks running?

The last thing I was doing was watching a few youtube vids, and a webinar video that I've used hundreds of times.
I've defragged my hd already. Spent two days doing it with over 40 passes.

I usually have about 120 chrome pages open, but I've had that many since I've owned this pc.

This is the series of events that usually happens. I hear my hd working/loading. Then my wifi cuts out, with my google drive symbol suddenly disabled but my internet access symbol still shows my internet connected. So then I know that the issue has happened. I can still view videos on my current pages. But then I can't open new pages. I can't open any apps or programs, I can't open task manager, and I can't even restart. I close programs but sometimes the program crashes when I try to close them. My pc isn't frozen I just can't do anything.
