Overwatch lag/fps spikes in Overwatch only (video included)

Since Overwatch released The Year of the rooster patch i have been getting a lot of IND spikes in the game (Normal IND is 20, mine spikes to 27-40). Basically fps drops every now and then. I have never had problems with the game before that patch. I have done connection tests and it shows that i have no packet loss (WinMTR, TraceRoute etcetc). Now i have replaced my modem and re-installed windows 7. I had no new programs installed or changes to my pc when the patch went live.

Specs:
EVGA 980 TI (70c max temp under load)
i7 5820k @4.5Ghz (61c max temp under load.)
Fractal design Kelvin S36 water cooling
Asus x99-a
16GB DDR4
750W PSU
 
The reflections in overwatch cause the biggest performance drops. Try lower your reflective surfaces settings. You could also lock your fps to a average fps using nvidia's software so your 980ti is more out to boost while the fps drops. It should smooth out game play a bit as running wide open tends to keep video cards in a constant flux. This will also keep your card cooler and extend its life.

All my settings are on low in Overwatch. Reflections are off. Capping the fps to display rate doesnt help either. Ive tried the graphic settings with no success. Where is the average fps lock located? Also when im playing overwatch my GPU max temp is 64

the way i see it, it's got to be your gpu but sorry if i sound dumb when i ask, could ping be an issue here? i play overwatch on console mostly so i'm not sure how pc's lag compensation works compared to consoles in case of ow. There is a detailed post on it. i forgot where it was but it had everything from hardware specifications to ping issues. even had a youtube tut.

What I suggest is work from scratch. This will help you in identifying the issue. Working on every other thing will keep you engrossed and will not give you any fruitful result. Move step by step:

1. Check for any network connection problem
2. Check the settings of the hardware
3. Check the Overwatch game settings
4. Disable Republic of Gamers Service (if you have it)
5. Reduce Overwatch Ping by Using VPNs
6. Check your Ping

You should be able to set the limit in game with frame rate cap.
