No idea what happened

Last night I was playing csgo and noticed that my frames suddenly dropped to 24 and fluctuated up and down. Then I checked my virus nvidia drivers which wouldn't boot. I got curious so I tried several different methods only to discover my gpu wasn't spinning up! It would spin at start and run for 30~45 seconds and then cease. Power connectors were fine as they fired up other cards I own. I then removed my gpu and reworked my powe supply. Making sure all connections were right. Then I set everything back up how it was. Problem solved? Nope. It turns on. And my fans mounted on my radiator spin at full speed. But my exhaust fan doesn't. My gpu doesn't power up. And I don't get picture. What is wrong with my pc? I suspect motherboards failure

Mobo: asus Z-170ar
Cpu:6700k
Ram 16gb corsair vengeance
Gpu: EVGA gtx 970 Sc acx 2.0
Psu: EVGA 650 watt gq gold certified.
 
Solution
take the gpu out. try powering up.. see if all fans spin etc. if they don't ... remove all usb connectors from motherboard headers (case usb ports) and try again. could be something shorting on your motherboard which is causing the problem with the exhaust fan. clean the gpu fans too. the gpu fans not spinning .. have you tried a different a slot for it on the motherboard ? ( not checked your mobo's specs so unsure on the layout )

I double checked all my pins before posting. I'm really hoping that it's motherboard failure vs cpu bc I have a nice handsome warranty on my motherboard.

are you saying that you installed a different gpu and everything worked? or you just tested the power supply on a different gpu. power can be supplied even when data isnt being read, so you need to actually test if another gpu fully works in the system
