Pc will not boot unless unplugged then plugged in, then shuts off by itself after fans spin.

I am helping someone build a PC, this is my 5th build so I am fairly confident, however I ran into an issue I have not had before. The PC they are building will not turn on from the power switch, instead they must unplug it from the wall then plug it back in. This turns the PC on for just enough time to spin the fans and power leds then it shuts back down. I have fixed PCs turning off before, so the first the thing I had them do was breadboard. Then I ran into the issue where the Mobo speaker does not beep at all. So now I'm really baffled. My first thought was the PSU, so they are going to try to use a different PSU as soon as possible. Any help on this would be really appreciated.

Update: She did the paperclip test on the powersupply and it works fine.
